EU Outlines Plan to Boost Growth and Investment in AI

The European Commission has issued a press release detailing the aims of member states in boosting artificial intelligence growth in the EU. Extending to non-member states, including Norway and Switzerland, the plan highlights increasing investment, making more data available, fostering talent and ensuring trust, as key areas to expand growth. Andrus Ansip, vice president for the Digital Single Market highlighted the importance of AI and outlined investment goals for the EU.
"I am pleased to see that European countries have made good progress. We agreed to work together to pool data - the raw material for AI - in sectors such as healthcare to improve cancer diagnosis and treatment. We will coordinate investments: our aim is to reach at least €20 billion of private and public investments by the end of 2020. This is essential for growth and jobs. AI is not a nice-to-have, it is about our future".

Investment levels for AI in the EU are low and fragmented, compared with other parts of the world such as the US and China. In line with the AI strategy presented in April, the plan foresees increased coordination of investments, leading to higher synergies and at least €20 billion of public and private investments in research and innovation in AI from now until the end of 2020 and more than €20 billion per year from public and private investments over the following decade. Complementing national investments, the Commission will invest €1.5 billion by 2020, 70% more than in compared to 2014-2017. For the next long-term EU budget (2021-2027) the EU has proposed to invest at least €7 billion from Horizon Europe and the Digital Europe Programme in AI.

Qualcomm Technologies, Inc., a subsidiary of QUALCOMM Incorporated (NasdaqGS:QCOM), has unveiled the Qualcomm Snapdragon 8cx Compute Platform, the world's first 7 nanometer PC platform. The new platform boasts cutting-edge graphics, doubled memory from 64 bit to 128 bit wide, and includes the new Qualcomm Adreno 680 GPU, the most powerful GPU ever designed by Qualcomm Technologies, Inc. Alex Katouzian, senior vice president and general manager of mobile for Qualcomm Technologies said:
"With performance and battery life as our design tenets, we're bringing 7nm innovations to the PC space, allowing for smartphone-like capabilities to transform the computing experience. As the fastest Snapdragon platform ever, the Snapdragon 8cx will allow our customers to offer a powerful computing experience of multi-day battery life and multi-gigabit connectivity, in new thin, light and fanless design for consumers and the enterprise."
HCL Technologies Limited (NSE:HCLTECH) will acquire select software products from IBM (NYSE:IBM) worth $1.8 billion USD. According to a press release the software products in scope represent a total addressable market of more than $50 billion and include: Appscan, BigFix, Unica, Commerce, Portal, Notes & Domino. A comment from John Kelly, IBM senior vice president of Cognitive Solutions Research explains the move:
"Over the last four years, we have been prioritizing our investments to develop integrated capabilities in areas such as AI for business, hybrid cloud, cybersecurity, analytics, supply chain and blockchain as well as industry-specific platforms and solutions including healthcare, industrial IOT, and financial services. These are among the emerging, high-value segments of the IT industry. As a result, IBM is a leader in these segments today. We believe the time is right to divest these select collaboration, marketing and commerce software assets, which are increasingly delivered as stand-alone products. At the same time, we believe these products are a strong strategic fit for HCL, and that HCL is well positioned to drive innovation and growth for their customers."
Carl Data Solutions Inc. (CNSX:CRL) has announced that the assets of AB Embedded Systems Ltd. are now fully integrated with recent acquisition Astra Smart Systems, Inc. Astra CEO, Pilar Portela, explained that with the integration of the two companies, product goals are looking achievable in the near term.
"The hardware and firmware assets from AB Embedded, combined with Astra's sensor expertise, manufacturing capacity and unique AI development laboratory means big steps forward for our product lines.
