IBM (NYSE:IBM) and France’s National Council of Clerks (NCC) have announced the development of blockchain-based commercial court solution designed for the latter’s commercial courts' commercial and corporate registry. According to the announcement, the blockchain platform “is designed to make it possible to streamline the exchange of information among the clerks, improving efficiency and providing better services to companies.” Vincent Fournier, Senior Manager Blockchain at IBM France, said:
"This initiative is a first in the Justice sector in France and is a perfect example of blockchain's role in helping regulated professions as they transform. Blockchain's qualities are ideal for this use, improving the Clerks' business processes and adapting to the ever-changing nature of their missions."
The Canadian Securities Administrators (CSA), the country’s financial regulators, have proposed a regulatory framework to govern crypto exchanges. An excerpt from the Introduction and purpose section of the document explains how the CSA, along with the Investment Industry Regulatory Organization of Canada (IIROC), seeks to construct regulation with input from industry players:
We endeavor to facilitate innovation that benefits investors and our capital markets, while ensuring that we have the appropriate tools and understanding to keep pace with evolving markets. The purpose of this joint CSA/IIROC Consultation Paper (the Consultation Paper) is to seek feedback from the financial technology (fintech) community, market participants, investors and other stakeholders on how requirements may be tailored for Platforms operating in Canada whose operations engage securities law. We intend to use this feedback to establish a framework that provides regulatory clarity to Platforms, addresses risks to investors and creates greater market integrity.
According to data from CoinMarketCap, Bitcoin (BTC) trading volume has reached its highest level in almost a year. Breaking $11 billion USD last Friday, as well as earlier today, this is the most impressive trading volume seen since April 24-25 of 2018, when volume broke $11 billion and even briefly passed $12 billion.
Hong Kong-based crypto exchange Gatecoin has been shut down, according to an official statement from the company. The exchange cites issues with its payment service provider, which caused transfer processing to slow, thereby causing “substantial loss”.
On 13 March 2019, the court has granted a winding-up order against our company. A provisional liquidator has been appointed and we have to cease operation with immediate effect.
